I have had pin #18 specifically be LOOSE in the connector causing a similar crank no start issue after I swapped an ECU out.... (( I had to tighten the pin in the connector to make it tight again (may have been backprobed by a crappy shop in the past for their half ass "diagnostic " purposes))
Youll have to locate the fuel system section in the FSM to diagnose further.
When I had that issue with pin 18 the fuel pump relay would not click however and the pump had no power going to it intermittently... There are 2 other pins to check on the ECU also having to do with the fuel system might check those too.
